— it uses the word "according" or "from" as a credit to the person whose idea you're paraphrasing.

In short, sa plagiarism kinokopya mo lahat and you are claiming it as yours pero sa paraphrasing, parang pinapaliwanag mo lang in your own words 'yong something na nabasa mo with proper credits and without claiming that the idea was from you.

So ayon, it is okay to paraphrase but not to plagiarize. A great writer never plagiarizes someone else's work. Plagiarism is a crime punishable by the law. Remember that.
