I don't think you've noticed this detail I make:
So, I headcannon that Liu has Sully chained in his mind hence the saying; pull back the reins.
These chains are always drawn and described as blue.
The reason for this is when Sully uses what I call 'Control Strings' they're red, contrasting colours.
The control strings are basucally little wires that he can form he often uses them to agitate Liu.
