3rd Pov:

We could find all the staff together going over the class rosters a few days after the exam. They were annoyed due to the fact that almost no exam takers had what Aizawa would call potential. Aizawa always found the exam annoying due to it just being a competition of smashing robots. He found it illogical. He was currently flicking through the student files for his class though he wasn't reading them in detail since he never does that until after having them for a week. 'That is if they survive that long.' He thought. He noticed that most are not impressive at all but again it was a competition of smashing robots. Across from Aizawa was Principal Nezu who was drinking his tea with his usual smile on his face. He was talking to the other staff members.

"Unfortunately the batch of exam takers and now students that we are having aren't that impressive compared to the previous years. They all lack a lot and wouldn't turn into good heroes." Nezu stated. Some staff wanted to protest this since it was only a short exam that the students could show off but Aizawa had cut into that. "I believe some of you did the rescue points this year and would be able to agree with Nezu statement. No?" He stated and the teachers that did just stopped talking and then nodded their heads. Only a small group of students got rescue points which was the hidden test to judge people on their basic hero traits. One exam taker did score quite a bit in the rescue points. It was one Izuku Midoriya who had scored the highest in the combat section as well. Midoriya had scored 65 villain points with 50 rescue points due to all the people he had saved which granted him a total of  115 points total which was five points lower than All Might's score.

Aizawa felt like the boy was holding back and he was going to teach the boy a lesson during the first day on holding back. 'Kid better have a good dam reason for holding back or else I'll just get rid of him.' Aizawa thought. He listened back to the conversation the other staff was having. They were talking about what to do with the students since a lot of the students that would pass the exam and be accepted didn't really have any potential. One staff suggested that they shrink the class size from two classes and do only one instead. Everyone looked at Snipe who had stated this. Aizawa agreed with him since most didn't have potential.

Nezu looked like he was thinking as some teachers protested this since they would be directly changing the exam results from 40 passing to 20 people passing. Nezu then spoke and said that they were allowed to do it. "It's been done before closer to the start of UA starting but there is precedent for it. It was used mainly when they would vote on how many people t  accept but it stopped later on when it became normal for all schools to have two classes of 20 each since heroics became more and more popular. We can just start doing it again until we no longer need it." Nezu stated. The other heroes like hound dog and Midnight stopped protesting since it was done before so they accepted it. The other homeroom teacher complained since it was decided that all the students that were allowed in would be placed in Aizawa's hands. Nezu did this due to his excelling habits.

Everyone knew he did it for that reason. 'He wants to get rid of anyone that he doesn't approve of...' thought everyone at Nezu's actions. They soon started talking a bit more and they voted to approve the decision at the end. It came out with nearly everyone supporting it except the other homeroom teacher that wouldn't get students this year. To be honest, Aizawa hasn't liked the other man since he was far too lax in his teaching. He suspected Nezu was trying to force the man out without directly firing him. All the teachers hoped that some of the students would survive the demon know as Eraserhead and that they would at least have some students to teach for this year's classes or they all might find too much free time on their hands which is never good to have with Nezu around. As if sensing their thoughts Nezu just smirked at them and laughed as he drunk his tea.

As the decision was made, only one class of 20 students would be present this year at UA. Those two letters were sent out which included the four recommendation spots that they had to have due to agreements with the board. Though them surviving Aizawa is not agreed with the board though. Two weeks after the meeting the letters had arrived at people's homes. One letter found its way to one Midoriya Izuku.
