Scootaloo was entered into a Princess Pageant. She struggles against her opposite because was often boyish, and never really expressed her femininity. So, Sweetie Belle helps her explore the inner emotional and powerful side to being a woman.
Details of their relationship:
Scootaloo: Caring, loyal, tomboyish, likes to wear heavy clothing, athletic, childish, irresponsible until necessary action has to be taken, doesn't enjoy girly things, likes to do anything as long as it involves friends, straightforward doesn't play the game of hints and secrets, dislikes people wanting to hurt others and use them for personal gain, troublemaker by default, likes cherry cola. She doesn't like serious issues, dealing with them if they didn't interest/involve her. She would rather focus on others, but even felt too exhausted after spending too much time on it. Scootaloo is also not as confident as she appears to be.
The reason she likes Sweetie Belle was the fact that she would be there when no one else would, providing her with comfort, and would provide something to do since she dislikes being inactive for long periods of time. She was able to share things that would go over Apple Bloom's head that only her and Sweetie Belle knew. She was able to crack jokes with her which always made her laugh, but even when Sweetie Belle was serious, she would always tone it down with laughter.
Sweetie Belle: Soft talker but sour attitude, she talks dirty, gets angry if one thing is out of place, bold, serious, worrisome, loving, supportive, hardworking, show-off, petty, loves sweets, fanfic writer, likes tea, dislikes anyone she feels has an attitude like her own, doesn't think she has any issues besides dealing with others issues, overly confident.
The reason she likes Scootaloo was the fact that Scootaloo provided something she couldn't, she loved being challenged and Scootaloo was the most difficult to put up with because she isn't serious when she is. She would do a lot of things and they involved naughty subjects which Scootaloo can laugh at too. Scootaloo was lonely and frustrated with her life, so she was there for her, as well as providing a place to be whenever she felt like it. Since she took over the girly side, Scootaloo provided the boyish side.
