Sec. Roxas first found out about the Mamasapano Clash via SMS. He received it at 7:43am and forwarded it to the Pres. at 8:09am.

According to Sec. Galvez, the BIFF & MILF fought against the SAF due to the culture of the Pintakasi.

Napeñas says higher authority does the coordination, but Purisima says ground commander should've done it given his suspension.
