Name: Shizuka Kumori / Morino - her name meaning 'Quiet' and 'Clear'. This connects to her Kekki Genkai and how she if forced not to talk in order to not use it. It can also be a reference to how her voice is described as 'Clear' whenever she uses it. Nicknamed 'Shizu' which on it's own has the same meaning is 'Shizuka'. Her last name means 'Cloudy' in Japanese, 'Shadow' in American and 'Cloudiness' or 'Cloudy Weather' in German. Her other last name is 'Morino' is the same is 'Ibiki', this is because he will eventually become her legal guardian. his last name means 'Dark-Skinned' and 'Moorish'.

Background:

Shizuka is the daughter of Ibiko Morino and a female ANBU he was close with before she went MIA during a dangerous mission. Turns out, the female ANBU had been distantly related to a now extinct clan with a voice kekki genkai and, wishing to possess this power, Danzo arranged for her to be sent on a mission where she would be ambushed by ROOT agents and handed over to Orochimaru for experimentation to try and enhance her DNA and bring forth her Kekki Genkai. After she dissapeared, she was signed of as MIA and later KIA after a rescue mission found false evidence of her death planted by ROOT. While she was held captive by Orochimaru, it was discovered that she had been pregnant before the mission began and the Sanin used this to his advantage, making sure the child would be born with the extinct kekki genkai. Around a year after she dissapeared, the hidden leaf caught onto a lead on Orochimaru's whereabouts and conducted an attack on one of his hidden hide outs. The hideout in question had been the one where the missing ANBU agent was. With Orochimaru long gone, having been tipped off by ROOT, the ANBU team, lead by Ibiki Morino, scoured the base for information and threats until they eventually found the labs. Upon entering the labs, they found the missing ANBU agent on the brink of death, however, she had been drugged up with a berserker like drug that made her almost feral and would attack anything in sight and thus she attacked the ANBU team against her own will, not even aware of her own actions. Ibiki was forced to kill her and put her out of her misery, and in her last moments, she apologised to him and asked him to protect 'her' before passing away. Not knowing who 'her' was, Ibiki and the group searched the room and found a baby who was only a few months old, along with a folder containing her personal information, parentage and what had been done to her in Orochimaru's experiments. After reading through the paperwork, Ibiki realised that this child was biologically his. In the end, they brought the child back to the hidden leaf, along with any useful documents from the labs and when Danzo showed interest in taking in the child to be trained as a ROOT agent, Ibiki refused and managed to convince Shikaku and Inoichi to back him up as well. Ibiki eventually gets full custody of his daughter he names 'Shizuka' and raises her it the T&I head quarters and ANBU division for her safety. Whiel growing up, it is also discovered that her vocal chords have been damaged by Orochimaru's experimentation, meaning that she can't talk without infusing chakra into her voice and using her Kekki Genkai. Thus, she ends up being selectively mute from childhood. While growing up, she is also introduced to the InoShikaCho children and befriends them, especially Shikamaru who she would often play Shogi with while listening to Ino talk for the three of them and Choji watch from the side-lines. She joined the Academy when she turned 5 and joined Shikamaru's social group until they all eventually graduated and instead of joining a Genin Team, she was taken in by T&I as an apprentice and would use her voice on criminals as well as work as backup for different genin teams.

Whiel growing up, Ibiki has to keep Shizuka away from civilians in case she accidently uses her Kekki Genkai and harms them, so she is kept in the T&I building for a good part of her childhood as she learned how to controle her kekki genkai and other ways for her to communicate. 

Through her father, she ends up befriending Inoichi's daughter Ino and Shukaku's son Shikamaru, and through them, choji. This leads her to joining their general friend group and visiting their homes regularly, especially since a lot of the other kids didn't want to be her friend because it was hard to communicate with her. 

While her father was busy with missions or T&I work, Shisuka would often spend time with Anko Mitarashi who took a liking to her since she was a baby and became like an older sister figure and bad influence. 

Shizuka will eventually have her vocal chords healed when Tsunade returns to Konoha, though it will take a while before it is brought up that she could get her voice back since she has grown up used to not using her voice to communicate outside using her Kekki Genkai and never saw it as an issue. So this will likely lead to her having the operation and physio during the time skip between Naruto and Naruto Shippuden.

Shizuka is very intelligent and an avid player of Shoji, which leads to her becoming Shikamaru's Shoji Partner and because of her being unable to talk, the two end up developing a way to communicate through Shoji was well that only they seem to understand, though Shikaku picks up on it by watching them. 

With Shizuka being unnable to talk, she also communicates with Ino through flower language after Ino teaches her at her families flower shop. This leads to her and Ino sending flowers to each and letters written in a way kunoichi would write them.

As for Choji, Shizuka and he would share food with one another and the two would happily spend time quietly together along with Shikamaru and Ino.

In the academy, Shizuka stays with Shikamaru, Choji and occationally Ino and Sakura before they fall out with one another but she keeps away from the fangirls in the class and after a misunderstanding with Naruto thinking she is avoiding him when she doesn't reply to him, she doesn't go near him either.

She doesn't mind Shino and Hinata though and would sometimes sit with them if Shikamaru is busy or not their.

With Naruto, Shizuka doesn't dislike him and his loud personality reminds her of Anko, however, because she can't talk, Naruto first thought that she was ignoring him when he tried to talk to her, and he didn't understand when she tried using sign language. This misunderstanding is eventually cleared up, though he thinks that she is boring since she often spends time with Shikamaru and his main focus remains on Sakura and Sasuke.

Sasuke on the other hand doesn't really have an opinion of Shizuka since she often stays in the background of the class, though he doesnt dislike her either since she isn't one of his fangirls. But overall, he's never really noticed her whiel in the academy and they rarely talked to one another. 

Shizuka doesn't call out the names of her jutsu for obvious reasons, however, if she does, it can enhance her Jutsu's my manipulating the Chakra she has infused and enhancing it. Without training however, this can either drain her chakra or she can loose controle of the Jutsu.

Shizuka's Kekki Genkai allows her to infuse Chakra into her vocal chords, which basically makes her like Inumaki from Jujuitsu Kaisen. After the experiments performed by Orochimaru after she was born while he was trying to alter her vocal chords, he damages the chakra points in her throat to that they are constantly open and this forced chakra into every sound she makes with her voice. So not only is this dangerous for those around her, but it is also chakra intensive. 

I could have it so that as a genetic trait for those with the Kekki Genkai, the extra chakra points in her throat her unique to them, so they have a few extra that are infused with their vocal chords opposed to normal people. This is usually something that goes unnoticed, even for Hyuga unless they pay attention while activating the Byakugan. The reason for this being that they would see the Chakra Pathways of everyone they look at with their Byakugan and after training for so long, would target chakra points instinctively so could easily look over a few extra chakra points if they aren't paying enought attention.
