Floating Kingdom lays in the clouds of the sky but the clouds aren't any normal clouds. The clouds are actually the their land. The clouds are actually the ground. Even though the other air kingdoms are in the clouds or just in the sky, the Floating Kingdom is the highest out of all of them.
