Short: What Hooty did while everyone was in the meeting.

Everyone was preparing for the meeting to discuss what they were going to do about how they would take down the sickening(thats my name for the villain name Felix ). Lilith had told Hooty to eat all the bugs in the vents. He complied and stuck his head into the vent to start eating bugs.

Hooty: Emm this bugs are delicious!

Hooty ate up all the bugs in the vent like a starving child. He even talk to the bugs at one point thinking they understood him, but he never understood that and just ate them at the end.

Later on he ease dropped on the meeting as he had not been introduced to everyone yet. He understood that he was little much and agreed that he would not talk to everyone right away, so he just listened to the meeting and ate bugs. 

Once the meeting was over he went back to cleaning the vents, he was happy at how many bugs the human world had. The amount of flavors made Hooty wish he came here a long time ago. After the first battle with the Collector he had time to think about how he came across to others, he figured that he was impulsive so he was a risk to take to the human world, so he understood why Eda never took him to the Human world. He goes back to eating bugs and enjoys that he is there now.
