Kurt is the God of the Underground. As the patron of all illegal matters, he is a very shrewd and manipulative god - no deal goes down in his territory without him getting a cut out of it. In this regard, he is often compared with Suoh, the God of Blossoms and Thorns, but the flowery deity prefers not to associate with him.
He created the Underground, a vast network of secret hideouts and hidden roads where humans are free to conduct business as they please without interference from the other gods or law enforcement agencies - especially if that business can't necessarily be defined as "legal".
This entire crooked empire exists because of his influence, so of course he feels like he deserves a portion of the profits. As such, all those who dabble in the Underground are expected to offer him regular tributes in order to stay in his good graces. Everything he is depicted wearing is an example of such offerings: expensive furs, high end clothing, intricate jewelry, etc. In this aspect, he is often confused with Wakiya, the God of Wealth, much to the extravagant deity's chagrin.
If they miss a tribute, though, he calls on his associate:
Bisuke!

Bisuke is the God of Fear. As the patron of fright, he very much enjoys watching others squirm in terror, and will cause such a reaction any chance he gets.
His job is to remind humans of their mortality, to fear what could happen that would bring their lives to an end. To accomplish this task, he often shape shifts into his target's worst fear to terrify them.
He usually resides where fear is the most potent, but he mostly resides in the Underground. Those who utilize the Underground's safety to satisfy their desires are always drenched in fear - of being caught by authorities, or of falling out of favor with Kurt and losing his veil of secrecy. And if Kurt calls upon him to remind the humans of their place in his territory, Bisuke is more than happy to spread a little terror.
