Pheng is the God of Medicine. As the patron of health, he is a very energetic deity that tries to keep all those around him happy, as he claims "Laughter is the best medicine". That being said, if angered, he can quickly become as terrifying as a quick-working fatal disease.
It is his job to oversee the medical needs of the world. When humans are suffering from one disease or other, he takes it upon himself to insure that they are cared for. He strews the ingredients for medicinal remedies across the world, and plants the recipes for such remedies in the minds of doctors and nurses so that they can treat the sick. Humans pray to him for such solutions in order to heal a loved one, or a group of people suffering from a widespread illness.
As the god of such practices, he can also summon said ingredients from the air around him so that he can create the remedies himself. These remedies can be as healthy or as poisonous as he pleases, which also associates him with poisons; though he can heal or sicken regardless if he has a remedy ready or not. The one ingredient that he always keeps on his person is the golden tears of Jin, the God of the Spirit World, which he keeps in a vial on a choker around his neck. The fellow deity freely offers his tears to Pheng, under the promise that he uses them sparingly. The tears, along with the feathers from his wings, separately, can heal a person of anything and everything that ails them.
But if one were to combine the two into a single remedy, the tears of a god of the afterlife and the feathers of a god of life, it could bring someone back from the brink of death.
If potent enough, it could even make them immortal.
Also, the wings are mostly for show. He can fly with or without them.
(There are a lot of pranksters in the Burst universe, but I'd already given Bel the title of God of Discourse, so I mostly focused on the fact that Pheng's bey, Pegasus, can heal itself.)
