(With Sakura, Kakashi, and the Hokage)

Sakura and Kakashi entered the office. The hokage looked at them. He wasn't surprised to see the two. He waited patiently for the jounin to speak. He didn't have to wait long.

"Yesterday Naruto-kun told Sakura-chan he was sick before going back home. She failed to inform me. Today I confronted her about it and she admitted it. After training I asked her why she hated Naruto-kun so much. One of the reasons was that her parents believed he was dangerous but never gave a reason. She then said that the civilian council had given him some rules and you agreed and signed off on them. She had no idea that some ninjas, like myself, didn't know about them and she also didn't know that you had no idea about them either." Kakashi informed him.

"Is it true? My mom said you suggested them and the council agreed. They offered to come up with the rules since you were so busy. All you had to do was sign them." Sakura said.

"It's true. I learned about the rules when Kakashi-san and Ibiki-san told me about them. I never signed them at all." The hokage told her. "So your mom told you about the rules and why they were there?"

"Yes. Both my parents said that he was dangerous. When I asked why he was dangerous I was told they weren't allowed to explain but the rules kept him under control." She answered. \Why did they lie to me?\

"So your mom told you I went to the civilian council and suggested that Naruto-kun be given rules?" He asked.

"Hai."

"I can assure you I didn't. In fact I never went to the civilian council about Naruto-kun at all. If I thought he needed to be punished either I dealt with him or I had Iruka-san do it." He told her.

"Oh. So those rules were illegal?" She asked, worried about her parents.

"Hai."

"I-i see." She looked upset and shocked.

"Sakura-chan, you can't tell your parents about this conversation." He told her.

She swallowed. "Okay."

"Good. I hate to ask this but if your parents say anything more about Naruto-kun come tell me." Hiruzen said. \I am going to make sure a ninja is watching her.\

"Yes sir." She nodded. "May I leave?"

"You may." She left and the hokage looked at Kakashi. "Jiraiya-sama will be here in a week. He has asked to see Naruto-kun."

"Only if Naruto-kun wants that." The cyclops said.

"That's what I told him." He said.

"Okay. Well I should be getting home." He said.

"Alright." With that the ninja left. "The council is digging themselves into a giant hole." He sighed.

(Next Day)

The next morning Naruto woke early. He was excited about training. He was going to give it his all now that there were no rules for him to follow and he didn't have to wear that orange jumpsuit. He grabbed some clothes and got dressed.

He wore black ANBU style pants and sandals. He wore a long sleeve black shirt. Around his neck was the Uzumaki clan symbol. It was red and on a silver chain. For once he looked like a ninja. He brushed his hair, ears, and tail before going to the kitchen. Iruka was already there making breakfast.
