The hokage tried focusing on his paperwork. Unfortunately his worry for Naruto made it very difficult. He sighed in relief when Kakashi and Ibiki entered his office. He quickly focused on them. They looked angry and it made him wonder.

"How is he?" He asked them.

"Sleeping." Kakashi replied coldly.

"Is something wrong?" Hiruzen asked, confused by the tone.

"Yes this." He threw the paper at him.

Hiruzen picked up the paper. He read it and became angry. He didn't sign this and yet his signature was right there. He reread the rules. They were ridiculous.

"This is a sick joke." He spat.

The two exchanged looks before looking at the hokage. "You signed it." Kakashi pointed out.

"I see that but I can promise you that I have never seen this paper before let alone sign it." He told them.

"Thank Kami." Kakashi sighed.

"Huh?" He looked at the white haired ninja in confusion.

"Naruto must feel betrayed by you. Now he can know the truth." Ibiki told him.

"True." He hated to think what Naruto was feeling.

"We have moved Naruto in with us and we'll help him keep his appendages hidden so that no one else finds out." Kakashi told him.

"Good. We need to investigate the civilian council." He said.

"True. They are dead set against Naruto." Ibiki stated. "From all the evidence I have already gathered, the fox is the only reason the kid is alive."

They had begun an investigation after hearing Mizuki admitting to purposely failing Naruto with the civilian council's permission. That had made them wonder what else they were doing. With the rules they had found they had been worried the hokage had been in on it the whole time but now they knew it was a way of keeping Naruto from exposing their activities.

"I know." Hiruzen agreed through clenched teeth.

"Should we get Jiraiya-sama? He could place listening and other seals in the council room." Ibiki suggested.

"Good idea. I'll send for him right away." He said.

The three continued plotting for a bit. Soon though the two were sent back home. The hokage worked on paperwork for a while before he too went home. He talked to his son, Asuma. He needed to vent and Asuma agreed to help.

(With Naruto and Iruka)

"Ow." Naruto groaned as he woke.

"Are you okay Naruto-kun?" Iruka asked in hopes he could help.

"Sore." He whimpered. "And bright."

"I'll turn the lights down." He said.

"Arigato."

"You're welcome."

"This isn't my home." Naruto realized.

"It's mine." He said.

"Oh." He was confused but he let it go for a moment.

"Anything else hurt?" Iruka asked.

"No. Just sore." Naruto answered.
