Well, there is one thing most people have to be careful with in Character/Fan Chara creation; The Neon-Rainbow(not necessarily together) thing.
Only sparingly use them.
Exhibit A: Naomi has a near Cyan fur color

Well, I know, some neon colors. But I suggest, if you want your character to have neon as their body color, tone it down or maybe make it as some side details, like a neon angelfish.
Exhibit B: Ones (Ponysonas)with neon/rainbow hair. Well, I've learned that these can be decent, give a reason for the hair. Unless it's a parody.
Exhibit C: A character drawn Neon-ly CAN NOT be blinding to the eyes...
eye fact of the time: it's hard for me to see without my glasses because of how it's hard to see with both eyes at certain close things.
