He's an amazing makeup artist.
This stems from his relationship with Alfred. He feels that since he is 'bottom' upon request, that he is more 'feminine' and used his knowledge of makeup to look more masculine.
He used to only wear makeup when on dates with Alfred, but it soon became a habit to wear makeup all the time.
Alfred is oblivious to this fact, but Francis knows; he finds it sad that Arthur feels the need to wear makeup, and at one point took away all of the Brit's cosmetics.
Arthur only got them back after begging, on hands and knees, screaming about how Alfred wouldn't love him if he wasn't perfect.
Francis cried.
