(My headcanon)
I imagine Francois just going around the female locker rooms in like middle schools and high schools and looks at all of the girls who are obviously self conscious (cough cough Anya cough cough) and sticks papers to their backs that says 'you are beautiful!' Before flaunting her stuff walking off.
