There's no surprise here, Charlie's closer to him than she is with any of her group members. He's always dragging her to events and shows even before she debuted meaning you could always spot her in the back of Dream's videos and the pictures of them that Charlie posts online seem very like couple photos.

This ship....is a bit strange in terms of who ships them. the majority of hwale shippers ship them romantically but there's some fans that argue that it's a bit weird because Chenle is younger than her. this ship popped up around 'We Young' era when she was literally dragged into a v-live by him and he was practically cuddling her the entire time (and surprisingly, NCTzens really like her)
