Laurel was keeping an eye out for any law enforcement that would show up or ARGUS for that matter given the fact he's just broke out of their 36 hours ago in an old warehouse in the Glades, peering through a gap.

Sara: Hey sis.

Laurel ran over to join Sara seeing Bucky regaining consciousness in a old office room.

Bucky groggily: Laurel.

Laurel keeping a safe distance: Which Bucky am I talking to now?

Bucky: You played dress up with Sara when we were kids. You wanted to join the force while Sara wanted to be lawyer much to your dad's chagrin.

Sara smirking: Yep, that's him.

Laurel breathed out in relief: Thank God.

Bucky: What did I do?

Laurel: Enough. 

Bucky groaning in dismay: Oh, God, I knew this would happen. Everything Waller put inside me is still there. All he had to do was say the goddamn words.

Laurel taking cautious steps, seeing the torment on his face. Her heart sank at pain in his eyes: Who was he?

Bucky: I don't know.

Sara: People are dead, Buck. The setup. The chase. He did all that just to get 10 minutes with you. We need you to do better than "I don't know."

Bucky: He wanted my help into fulfilling a promise to someone he once considered a friend.  I also think he knew about Siberia. Where I was kept. I think he knew exactly where to get that notebook.

Sara: What did he know about Siberia?

Bucky Barnes: That I'm not the only Winter Soldier.

Siberia

Amanda Waller was observing Winter Soldier sparring with one of the test subjects who'd been injected with a modified version of the 56898 serum in a chamber at a facility in the Siberian Mountains.  She saw the female subject overpowering the Winter Soldier and sent him flying across the chamber with a powerful kick to the chest. Back hitting the door first before landing on the cold ground.

Amanda Waller smirked as Winter Soldier dazedly got back up on his feet.

As a medic went to check the subject's pulse, she unexpectedly took a hold of the medic's neck and slammed him on the ground. she smashed her foot into upper back, destroying the vertebrae. The subjects had been encouraged by the preceding actions.

Realizing what was about to take place, Waller pulled out a gun and pointed at Winter Soldier's head who had a blank stare: Sgt. Barnes, get me out of here now.

The others dispatched a small unit of ARGUS guards selected by Waller without any considerable effort as the Winter Soldier escorted ARGUS director out of the chamber swatting some of the guards on the way.

Laurel: Who were they?

Bucky Barnes: Their most elite death squad. More kills than anyone in ARGUS history. And that was before the serum.

Sara: They all turn out like you?

Bucky: Worse.

Laurel: The Australian guy, could he control them?

Bucky: Enough. 

Sara murmuring quietly: He said he wanted to make Ollie suffer for his sins. 

 Laurel: Could he uh take over Starling city if he were to give out those commands?

Bucky: With these guys he could do it. They speak 30 languages, can hide in plain sight, infiltrate, assassinate, destabilize.  They can take a whole country down in one night and you'd never see them coming.

Sara and Laurel left the office to have a private conversation.

Sara: This would've been a lot easier a week ago.

Laurel: if we call dad...

Sara: Nah, he won't believe us.

Laurel: What if he did?

Sara: Who knows if Dad can even help us? If anything I heard about ARGUS are true, he's in over his head.

Laurel: We're on our own.

Sara: Maybe not. We know a guy.

Laurel: The Arrow.
