Mayuri continued to mutter this to himself over and over. As he looked at the multiple screens displayed in front of him, he sighed and typed up some more data. "There just isn't enough time....not enough time at all."
Mayuri took out some notes that were scattered all over his dark workspace. He eyed one sheet of data that was marked: Railgun Project, 21 B. The author of the sheet was marked as Gensei Kihara.
Mayuri then began to read the sheet.
Subject Number 3, also known as Railgun, has shown significant promising results in regard to level shifting. After the events of the Daihaseisai, she had nearly reached the point of a full level 6 esper, almost creating enough power to destroy the administrative building in Academy City, a building that by all respects, would've withstood a blast from a nuclear bomb. However, the subjects known as Imagine Breaker and the Number 7 Attack Crash, interfered.
Soon after, we made preperations for another shift, but complications arose. We later found that subject Railgun was actually part of a rare genetic breed of magical meta humans known as Dragon Borns, which not only disrupted the calculations we made from the previous projects, but also made her a possible liability to other projects, considering that the Dragon DNA made her significantly more powerful then any normal level 5, possibly much stronger then even the number 2....it has been calculated that the esper power enhanced Roar of The Thunder Dragon, would be able to easily overpower subject number 4, Meltdowner's most powerful move...a move that was previously stated to be able one shot the Railgun in previous calculations.
Mayuri continued to read, skipping down to 2 weeks later in the report.
Our complications have finally reached their end. With help from a certain asset calling themselves Hydra Head, we have gained the necessary specs to level shift the Railgun along with her Dragon's blood, making a significantly more powerful level 6 then was even possible with Accelerator in the early stages of our attempts. There are calculations that state that a fully level 6 Railgun with her Dragon Slayer power would be strong enough to wipe a city the size of Beijing completely off the map. Attempts will be made using certain events that are set to happen in the event known as The Grand Magic Games. Take note that the subjects known as Salamander, Imagine Breaker, and Accelerator might be extreme liabilities to this project
Mayuri skipped down again.
Project was a success. Railgun has become the first level 6 in history...however the transformation was brief, though she was more powerful then any of our calculations could have hoped. With minimal energy from her weakest move, she destroyed half the entire city of Crocus. Diablo Etwatia, one of the last Numensapiens in existance, assured us that even his power at this point was no match for her. However, once again, the subject Imagine Breaker has proved a liability. I remembered my teacher, Professor Mayuri Kurotsuchi's words, that there was no such thing as complete perfection, especially in an experiment like this. I felt the pain of these words today. However, the power this divinity, this god displayed, she was unlike anything I have ever seen. A power greater then that of the hollows that dwell in the unseen dimension, and the mages that have recently entered from the one we know. I can see why our other associate Death Reach is so interested in her...
Mayuri stopped reading at this point. He scowled at the name 'Death Reach.'
"Blast, why did he have to be involved of all people?" Mayuri said. "Geh...if that man dies someday and comes to Soul Society, given that he escapes hell...His skills would outclass all of us captains."
"Having a little trouble?" said a voice.
Mayuri looked over his shoulder at the 12 year old girl that had just come out of the shadows. "Birdway..Leivinia Birdway. How did you make it into Seretei so easily you nuisance?"
