She is at Johnson's Boarding Academy for Girls. Well, she was back a few years.

Turning around, she ran to where Jack was standing. "Jack! I think I have found the Empress. She is at Johnson's Boarding Academy for Girls under the name of Lilya."
Jack smiled. "And I think I have found our dear Theo Saxon, The Thane. But, who should we meet first?"
Jess smiled."Theo, silly. I would like to know what makes him tick."
"Well before you tow go, I think you owe me an explanation!"
The Niece and the Next Face of Boe slowly turned towards the door of the library. A man in a leather jacket stood with his arms crossed over his chest. Jess leaned close to her brother and whispered out of the side of her mouth.
"Why are his ears so large?"
The Doctor cocked his head at them slightly. "Well, are you two going to answer my question?"
