It's been a few weeks since Izuku received All For One, and he's been using it frequently. Every night, actually, he'd be quirk hunting. Prowling in the dark, he would watch for any unguarded or alone men (most of the time just salarymen or drunk office workers), then immobilize them. After that, he would proceed to take their quirk, then kill them off.
This activity hasn't gone under anyone's radar, though. As he killed more and more people, it became more and more known to the public that there was some mass murderer out there. A few newspapers already featured the killing spree and suggested that this might be the work of some psychotic serial killer on the loose.
Although there hasn't been an official statement from the Police department, a lot of rumors started floating around. Wives feared for their husbands' lives and children didn't want to leave their fathers' sides.
All of these woes and cries of the public fell on Midoriya's deaf ears. He didn't care that he caused fear around the city for families. Izuku even attended his neighbor's funeral who was his victim a few days prior. And since he was a 'quirkless nobody' in the eyes of everyone he knew, he wasn't even looked to be one of the suspects that killed all these people.
His heart had already turned numb the day his dream shattered.
However, while all this was going on, Izuku ran into a small problem: the quirks weren't even that useful. Superior senses, danger detector, adrenaline rush, and ray gun were the only ones that were kinda useful, but they aren't that good in combat.
His other quirks were useless such as flexible fingers, light snow, and flare. He understood why the people he killed were just simple businessmen civilians. Their quirks were so weak, they would never in a million years be good enough to become even a local hero.
"I need to step up my game," Izuku said to himself.
If civilians didn't have strong quirks, he shouldn't even bother stealing them. After all, what was the point in stealing from the poor? It was time for him to go big time. Izuku made the decision to steal the quirks of those who mocked him when he was younger till now. It was time to steal from the so-called 'heroes'

The police and some heroes were in a conference room. On the table were files and photos of Izuku's victims.
"What makes you think that all these murders are connected?" one of the pro heroes asked.
"According to the autopsy, the knife wound they all received were in different places. The back, the neck, the chest, but all of these jabs were made by the same type of knife. And since they were all murdered relatively close to one another, it would be logical to conclude that the same person pursued all these murders." the investigator replied.
"Or maybe it's a cult of some kind that all use the same knives to carry out murders." another pro hero added as a joke. (no one laughed)
"But the problem here is the motive against all of these murders. It isn't just a simple 'take their belongings then kill them' type of thing going on here. All of the things they were killed with were untouched." the investigator added.
"Yeah, that's right. We also found no connection between any of the victims aside from the fact that they all come home late" the assistant said.
"Maybe it's an indiscriminate attack? What if the culprit is hunting?" a female pro asked the investigator.
"Now that's creepy. You're saying that there's a psycho out there that hunts people for fun?" the first pro asked.
"We also came to the same conclusion. There's a chance the culprit is hunting and Musutafu is his or her hunting grounds. He or she could be hunting indiscriminately or maybe aiming for a certain goal." The investigator replied. He was really confused by this case. What was this person after?
