A/n: so they're in japan, but some of the top heroes can speak english and stuff, so just pretend Edo can too :)

George Winston aka Army Hero: Captain Gun, Eckard Brestrich aka Invincible Hero: Ubermensch, Liao Yuhan aka Martial Arts Hero: Monkey King, Berezhnaya Valya Mikhailovna aka Siberian Hero: Frostbite, and Emilia Watson aka Time Hero: Chronopass were all gathered in the conference room. They were the world's top heroes now that All Might retired and Endeavor died. And they were gathered in Japan for one reason only.
"So this All for One is so dangerous to the point where you had to call us in?" Captain Gun asked in English
"Yes. Multiple heroes have died in his hands and two schools have suffered and been destroyed because of him. If you want a list, refer to the file in front of you. It's in English, so you can read it without haste." Edo answered.
They all began to read through the files which were all about the investigation. All for One's attacks, victims, quirks used, and his appearance were all printed down.
"All for One has multiple quirks. A tricky enemy indeed. It would be much easier if we knew all of his quirks. As Sun Tzu once said, 'If you know the enemy and know yourself, you need not fear the results of a hundred battles.' But unfortunately, we don't have that luxury." Monkey King said.
"Hmmm...It seems he's a worthy adversary for the top 5. If we can't beat him, hope will be practically nonexistent." Ubermensch said.
"All right everyone. Let's start the meeting. First, All for One first appeared to the public when he killed Endeavor, but there is evidence that he committed criminal acts before his debut" Investigator Edo told them
"What makes you say that?" Chronopass asked.
"In another folder, you can see a list of victims. Victims of a serial killer based in Musutafu. The knife wound in Endeavor and Edgeshot were made by the same type of knife that killed the victims." the investigator answered.
"So you're saying the serial killer and All for One are the same, but how did a low-life serial killer suddenly turn into a country-wide threat and want to shatter society?" Frostbite asked.
"Only All for One could answer that question. Sadly, our investigation has lead us nowhere. All for One disappears after his job, causing destruction, is over."
The heroes muttered in their native languages and Edo could only understand Captain Gun and Chronopass. From what Edo informed the on, the top 5 seem to consider All for One a convincing opponent. He didn't get very far in his investigation, so he was getting desperate. People were dying nearly every day in the hands of this villain.
He tried his best to give a reassuring smile.
"It's okay everyone. Soon, All for One will be facing all of you. There's no way he'd be able to defeat the top 5." Investigator said.
"Hell yeah! All we gotta do is find him, fight him, then send him to Tartarus for the rest of his life!" Captain Gun shouted enthusiastically.
KAPOW!!!
An explosion right in the middle of the conference room suddenly occurred, blowing everyone away. A bright light blinded everyone's vision as they stumbled out of the rubble.
Investigator Edo managed to get up and he was shocked and horrified at who was before him. The police headquarters was almost completely blown away, and there levitating above it all was the infamous man himself.
All for One
"Ah...Investigator Edo! I've been looking for you." All for One said.
'A-all for One?! Looking for me?!'
All for One reached for the investigator's head, but before he could, an ice dove was spiraling straight at All for One, exploding upon impact. Ice covered the spot where the dove exploded.
"Investigator! Move out of the way!" Frostbite shouted at the still-shocked man.
"Oh...Frostbite? If you're here, that means..." All for One trailed.
Ubermensch jumped out of the rubble and attempted to deliver a punch, but unfortunately for him, All for One dodged it easily. The villain melted his frozen side with Endeavor's quirk, and crystallized his fist.
He attempted to uppercut Ubermensch in the jaw, but the hero didn't budge. Instead, he snatched All for One's crystallized hand and released a shockwave.
Ubermensch's quirk: Impact Redial! He can absorb any impact that was delivered to him and release that same impact from his palms. Also, he absorbs 50% of the pain he feels and can stack it up, making him a formidable opponent indeed.
"Sorry, All for One. Your rampage ends here." Ubermensch said.
"Is that so?" All for One asked, shooting crystal spikes.
Freeze!
The crystal spikes stopped in midair. Ubermensch backed away from the frozen spikes that were nearly touching his face.
"Thanks, Chronopass!"
"No problem."
Chronopass's quirk: Chrono's Ruler! He quirk allows her to slow down or speed up objects. She can also speed herself up.
All for One's Danger Detector flared up and when he looked behind him, Captain Gun fired bullets from his submachine gun hands. The bullets passed through All for One's protective barrier quirk, and he received injuries.
"What?!" The villain asked in surprise.
"Surprised, huh? My bullets spin powerful enough to penetrate any barrier." Captain Gun said in a somewhat cocky tone.
Captain Gun's quirk: Blazing Weaponry! His quirk transforms any part of his body into missile launchers, guns, and cannons.
All for One felt pain. Thick red liquid was gushing out of the bullet holes. Fortunately, the bullet holes popped out of his body almost immediately because of his quirk, and then his regeneration one was kicking in. Before anything could heal up, Monkey King charged at him and started punching.
The thing with All for One's Regeneration quirk was he had to be motionless. Monkey King's barrage of punches and kicks made it impossible to do so and with the pain he was feeling, he received even more injuries.
Monkey King's quirk: Monkey! The man has the instincts and speed of a monkey. With his support staff that he can enlarge and extend, he is a formidable martial artist.
All for One tried levitating up, but Ubermensch grabbed his leg and slammed him back down. The villain released a shockwave that blew Ubermensch away but then received more bullet injuries from Captain Gun. He tried shooting crystal spikes, but they just stopped in midair.
Then suddenly, something fast hit him. He managed to see her because of his Enhanced Senses, but Chronopass was too fast for him to react. She was holding him in place while Monkey King attacked. Ubermensch would accept any counterattacks from the villain and redirect it right back. Frostbite would release frozen doves that exploded and froze parts of All for One's body.
'This is bad...' All for One thought with the little consciousness he had left.
More and More ice doves were exploding on his body, freezing more and more parts of his body.
Frostbite's quirk: Living Ice! She can conjure ice and make it explode and freeze when it comes to human contact. The only downfall is that she can also freeze from her own quirk, therefore she wears lots of fur as her hero costume.
All for One didn't expect the top 5 to be at the police quarters or even work that well together-almost like a team- because they're from different countries and have a huge language barrier.
All for One's whole body was frozen in place, the only thing not was his mask. He underestimated them and greatly miscalculated.
"Now. Let's see the man behind the mask."
