Chapter 40:

It is Saturday, 27th of July. Next week would be the start of their bout. Ray spent the days before vigorously training his men, but not in the usual physical training methods they had to go through. Remembering that Saunders had the idea of manipulating the civilians for their own benefit, and implying that their region would involve populated towns, Ray established the law of soldiers being able to get out of the school after training at any time, as long as they don't act rude to the locals, and be helpful.
He called in brain trust after brain trust, of asking what they should do to get the civilians on their side. Their current test subjects, despite Ray refusing quite sternly to call them test subjects, would be the poor folk at the impoverished suburbs that he went through.
Some said to give them better living conditions; others suggested to feed and supply 'em; few advised to provide security and safety, but then Ray had a better idea: he combines all three of those ideas he was given, and with the motivation of the men behind him, went to the town with supplies, building materials, and musical instruments.
There, they did many things that improved the lives of the rather impoverished locals: they rebuilt and repaired broken down buildings to be used again, reopened businesses by funding them and restocking their wares, making new shelters for the homeless, and established several building projects that will, so to say, 'Improve life in the region.'
They're not experts in everything livelihood wise, such as plumbing and electricity, but that's where buying the right persons come in, those who are qualified for this exact situation. Apparently the carrier also has plumbing and sewage systems.
The entire training of initiative rolling took three days, which was crazy quick, but when they returned to school, probably three days after Ray established those projects, his men have smiling, satisfied grins on their faces. They're glad they helped those people, with all branches combined as well, as everyone must do their part... They will be doing this more than once after all.
For now though, after all of that is finished, Ray, after putting on such very formal wear, more fit for a board meeting than a date, arrives at the Akiyama household. He was scheduled to go on a hang out with Yukari. He prefers not to call it, 'a date', since in doing so made it look like they're in a relationship. He doesn't want to date people out of pity, nor does he want to friend zone them. Recalling the multiple suitors he had, perhaps making a decision would be harder than he thought.
Quietly gulping nervously when he realises this quite huge prospective mistake, he steps up to the doorstep of her house. He knocks on the door politely to announce his presence, but when no one answered, not even her parents, he tried the door knob, and discovered it was locked.
Sayori conjures up behind him once more, and examines the door herself.

Sayori: "Whatever it is they're doing, must be really private if they locked their door."
Ray: "Yeah, no shit. We haven't exchanged phone numbers yet, probably because neither of us have contact numbers...yet, so I can't just call her. What do you think is happening in there?"
