So, here's the deal:
Hawks was badly injured to the point that even his little baby feathers have to grow back in a fight against the league (no infiltration arc, just secret DabiHawks dating) and Dabi wasn't happy about this. He didn't start a fight with the league, he just leaves the league and turns himself in to be able to protect Keigo.
Because Keigo- who's still weak but just barely conscious- stands up for his boyfriend (probably not literally stands), Dabi is given an unorthodox sentence: he's allowed to be in normal society, but he has to wear an ankle monitor with a built in electric failsafe at all times, and if he goes to a public location he has to have a hero from the top ten ranks with him. He also has to make his legal name public information, which leads to a familial reunion.
This leads to Dabi/Touya spending a lot of time in Keigo's room with Endeavor as chaperone (he's not happy about this). Endeavor signs to have Rei released from the hospital (optional Endeavor and Rei interactions, possibly even side ship) and Rei spends a lot of time there, too.
Start with Touya seeing his boyfriend in the hospital for the first time, with Endeavor's arrival.
I wanna be Touya and Rei, but I'm willing to be Keigo and Enji, but not Touya/Enji or Rei/Keigo. We can also Divvy up the siblings, but I don't want the person being Touya to be Shoto so that there's this rift because Touya helped kidnap Bakugou.
