Personality: River gets in trouble a lot. He's a dumbass that lives to do exactly what he shouldn't, just because he'll get in trouble over it. He loves a good adrenaline rush, and will often pull dangerous stunts for fun. He's also the class clown, but he knows when to be serious. He just doesn't always listen. He gets hurt a lot (rivaling Midoriya) and is nicknamed class 3B's problem child.

Quirk: Chaotic Shock: River can create shock waves from his palms. These shock can create seemingly unpredictable effects. Seemingly because from the outside, they seem random, but they're directly related to River's desires (what he wants on the inside, not what he needs/ intends to happen. The actual effect itself is still random, but it will always be aimed to fulfill River's desire.

As per usual, not my art, I found this in google images and colored it on Recolor. If anyone knows who the original artist is, they're invited to tell me so I can credit (I'm also happy to take it down if the artist asks)
Backstory: River doesn't have much of a tragic backstory. His biological father died before he could remember, his mom remarried to his Mama, and he basically just grew up always having the two of them there. He wanted to be a hero more than anything as a kid, and knowing UA is the best there is, worked hard with his parents to make it happen. His parents still live in America, and before the dorms came into effect, he lived with 3A teacher Nakano Arinori, who volunteered to host him (this is why he's not in class A).

Anything Extra: River's quirk is an anomaly. His Mom has a magnetic quirk, and his biological father was quirkless. Nobody in his family has purple skin, either.
River's teal hair is dyed, his natural hair is black.
