I would happily make this a friend-ship, but not a romantic ship, ok? Cuz honestly now that I think about it I can so see Dabi and Kiri just sitting on some cliff and talking like friends and then they both just realize- hey, this guy isn't so bad, after all!

Pretty much, look at the picture. You can start as either, but keep in mind I'm better at Dabi than Kirishima.
