The city of Vacuo, the capitol of the kingdom of Vacuo, and home of Shade academy. The last safe stronghold against the Grimm on Remnant. As ordered by Headmaster Theodore, all huntsmen are to remain within the city perimeter to ensure stability and order for the capitol. Within the large academy that sits at the center of the city, inside a small office of one of the school's guidance staff is V. He is currently writing a report on a recent mission made by the remaining members of Team RWBY, they were sent out to deal with a small insurrection cell that had formed in the city. Sent to accompany them was V's "star pupil" Nero. Nero had been made a temporary member of Team RWBY since Yang Xiao Long's death. Finishing up the report, he hears a knock at his office door. Making his way to answer the door, he finds only a small letter at the foot of it.
-Dear V
Inside, you will find a data drive. It is imperative that you upload this so all the city's people may hear it. It is also essential that you evacuate any of your students you wish not to be caught in the crossfire. You have always done well by me, and now I wish to repay your everlasting kindness.
-Your friend, HawkTurning the envelope to find a small data drive with the symbol of the Branwen Clan painted on it.
V: "So it seems he's moving to the endgame. *Sigh*."
1 Hour later
Down in the city streets, people shop in small markets filled with an assortment of items. Ranging from food to weapons to even pets and furs. The people, however, stop as the speaker towers that are dotted across the city begin to blare a horrible noise until the noise ceases.
Hawk: "People of Vacuo. My name is Hawk Branwen. Some of you may know that name as I was the one who ended the battle at Atlas singlehandedly. Today I come to you with both a message and a warning. In two hours, my Four Swords and I will lay siege to this city and kill any who stand within our way of reaching our objective. But! There is a way to spare the innocent of this fate. First, lock yourselves within your homes and do not come out for any circumstance even if one of the City's Huntsman command you to do so. Second, we will be looking for an individual named Oscar Pine. He is a young boy under the protection of Shade Academy. If he is brought outside to the north entrance at the two-hour mark, we will not do you any harm—finally, a message to Theodore and the members of Shade Academy. If you refuse to relinquish Oscar Pine to both the people of your city or to us at the designated time...then I promise you that every single man, woman, and child inside that Academy will die. You have two hours Vacuo, make your decision."
As the speaker crackle into silence, the people panic with terror. Some begin to loot the stands and fight one another; some barricade themselves within their homes, and some form into large mobs that protest outside the gates to the academy. Inside the Academy, the students begin to panic, most seeing the video of the battle at Atlas and others knowing of Hawk through outside sources. Up at the large office of Headmaster Theodore, team RWBY and Nero, Emerald, and Oscar all stand and relisten to the recording.
Theodore: "Who the hell does this bastard think he is, and why is he here for you, Oscar Pine!?"
Oscar: "I-i have no idea. I only met him once, and all I did was say hi."
Ruby: "He must be after Ozpin. But why?"
Weiss: "It's simple; he seeks to kill Ozpin or force some kind of information out of him."
Blake: "I don't care what he's here for; I'll make him pay for what he did to Yang."
Nero: "Wait! You aren't seriously considering going against him, are you? Did you guys not see what he can do? Going up against someone like that isn't brave. It's stupid. I say we let him have Oscar; one life for the safety of hundreds is good math in my book."
