+ the French MoM and several other MoMs, do allow students to use magic outside school as long an adult, preferably their parents or guardians, gave them the permission to and they are present to supervise.
+ the British MoM does not, they required the parents to overwatch the use of magic
they can tell where the magic is used but they didn't know who exactly used it
