Kaido and Big Mom were determined to get their revenge!
Kaido had wanted the Dragon Slayers gone! They posed a threat to him and his existence. What's even worse was that his "son," Yamato had rejected everything that was about him, and became a Straw Hat.
Big Mom on the other hand, well she was pretty much disgusted with Pudding's status, she was the wife of one of the Straw Hats. Not just anyone though, she was the wife of Vinsmoke Judge's son, Sanji. Never mind the fact that their relationship has fallen through the roof.
The Germa 66 and Big Mom Pirates refused to associate with one another. And back with Germa, Reiju while keeping up her act, knew she couldn't hide the fact that she was with you, but that she's kind of part of your family too.
And so, Kaido had pretty much reconstructed the Skull Dome after the events on Wano.

The structure looked a bit more mechanical, with some candy even sticking out of it.
Almost as if to symbolize how Kaido and Big Mom were still in this together.
It was much taller now. And scarier too!
All of the Big Mom and Beast Pirates were located inside. With much of the Higher Ups present.
Sasaki: Page One, you have got to learn to keep your sister under control.
Page One: You think this is all my fault? That she's fallen in love with HIM?!
Sasaki: She had to be restrained. I'm questioning what to do with her.
Page One: Well there could be something to keep her under control! This is insane. It's like she's a totally different person.
Who's Who: I could say the same for Black Maria.
Cracker: Oi! You're one to talk. Some of my sisters are having to be in "time out!" Mama's freaking pissed off!
Page One: Oh, not so lucky now to be a higher-up?
Cracker: I'd watch your mouth Dino Boy! Smoothie was a Sweet Commander! You can't just replace that! No, it's not the same if it's just me and Big Bro Katakuri!
Page One: Hmph, yeah, well we're doing better as we are now than we were with Orochi around. What happened to him anyway?
And then, that's when Katakuri appeared.
Katakuri: Simple. After we left Wano, he feared for his life. The Kozuki family reassumed their power, and Orochi feared of where to go. Most of his men were either dead, or had turned to help us. Look at the Oniwabanshu. Some of them are still with us.
Page One: But where does the part of Orochi come in?
Katakuri: I was getting to that.
He pulls out a donut and eats it.
Katakuri: Anyway, Mama found Orochi, and she was contemplating on taking his soul. Though Kaido saw that Orochi could have his uses. And with that, he's locked up in the worst cell in the Skull Dome. Every single day, he is tortured by King and Queen. All of his teeth are gone, he's a mumbling mess, and his face is beyond recognition. He begs for death every single day of his life. But, he never gets it.
This left most of the Tobiroppo either horrified or scarred.
Sasaki: Now that's cruel. But I should expect from Lord Kaido himself.
Page One: Damn ... even I wouldn't do something like that.
Who's Who: How much longer until we reach our destination? I'm getting tired. HOW MUCH LONGER?!
Who's Who: Good. I can't wait to sink my teeth into something.
