Childish resentment can easily turn into hatred.
Kota was a kid who din't hate heroes exactly. He didn't hate the villains either, nor the justice system which labels whether a person is a hero or a villain. What he hated was the supernatural itself; the quirk society itself. He hated it because he was a Legacy, borne of a hero couple, who died in service. He was in such a young age, probably as young as when Izuku was deemed quirkless, when his parents died of a villain attack.
He was too young, and all those condolences being given to him, all those praises towards his parents, he didn't understand them all. His brain was too young to process what was happening, his grief louder than the words of people mourning alongside him. All his mind could think of was why was he abandoned, why did his parent die, why was he left behind.
A child so young was barely aware of what was happening around him.
Izuku felt for the kid. At such a young age, to feel... Grief... Appalment... It was hideous torture. He knew, and he understood, where Kota was coming from. He knew from the bottom of his heart what it felt like to have heroes do nothing for you. Kota was probably having the same mental verbality Izuku had back then, when all he could think of was why did the heroes left his mom to die. Alone.
He knew, and he understood. All too well. He knew it in and out.
Perhaps it was even harder for the little boy, as he was forced to live with heroes, with his aunt, who was a hero, and her team. Unlike Izuku, he held no such thing as leisure choices like Izuku had. Izuku wondered if it was the age gap, or perhaps the resolve and understanding making Kota unable to take his destiny into his own hands. Unlike Izuku, who left everything behind. He left his mom's lifeless form. He left Aunt Mitsuku after promising he'll be there when she comes back. He left, leaving everything, even Midoriya Izuku, behind.
Hmm, speaking of Legacies, Izuku must have seen almost every kind of oppressiveness a child borne out of an infamous Hero there is. Shoto and Tenya are, after all, one of them. Pressure is a huge factor and can do a shit ton of wrongness in them. Tsuna and Takeshi also are - Legacies, that is - but they're on the different plane of Legacy.
Izuku appeared right when Muscular was about to hit Kota. He went to keep Kota from coming into contact with a villain, but a villain ended right in Kota's secret hide out instead. He cursed and lit both Night and Sky Flames and jumped to the frightened boy. And panicked, because Kota was a mess of snot and lolling head. He instantly lit his hand with Sun Flames and hovered it over Kota's head.
Kota regained consciousness. "Wh-who..." His eyes widened. "You! What are you doing here?"
"Sorry for the rough handling, kid," he apologized to the angry and surprised child. "And I'm here to save you."
Tears ran down Kota's cheeks.
"Hmm?" Muscular hummed, thoughtful for a villain in a bulky form. "Green curly hair with a quirk of multicolored flames."
