Two men from different backgrounds were taken to the Washington DC CIA building for their new positions that were given to them by the Higher Authority. The Higher Authority were a group of men that ran everything. Their codename: Majestic 12. They ran what the civilian populace didn't usually get to see. They were in control of the shadow government, yet no one could say who they were. They didn't exist in the normal world, so they didn't have to abide by their rules either. When they come to someone with an offer; they could reject the offer, but they wouldn't live long enough after. Their offer was to be taken, and there was no leaving once a person became involved. They become property to the Higher Authority; controlled puppets for them to do as they see fit.

The men were being escorted by three of the Higher Authority officials as they descended down in the elevator. Watching the numbers change from L1-L12 in a yellow color, and soon switched to a blue S1 to S32 where it stopped and dinged. The doors opened to a new elaborate sector that they will be working. Their level for operations: Sector 24. The two men were tasked with bringing together a group of men that the Higher Authority were seeking to look for to make their plans become reality. A group of men that will do their own personal bidding, and no one would know they exist. The codename: Reaper Program.

General Malcolm Harding, a four-star decorated Air Force general was handpicked personally for the position. He was already disclosed to a lot of the workings of the shadow government and their technology. The strong hold he had on the troops below him to keep their mouths shut about the technology was uncanny and he was honored to be handed the position. He followed behind the three men from the Higher Authority in his dress uniform, decorated with his metals, and his hat under his arm, held against his side as he walked tall and strong. His white hair showing his age, but even in age, he wasn't a man to be messed with. His job in Sector 24 was to run the entire show and he was the man for the job.

The man following him went by only one name, Jensen. He had already been working for the Higher Authority for many years. His servitude to them was granted with a new position to work with General Harding to bring the team of elite men together for the program they were designing. Jensen wasn't a military man, from Earth anyways. He wore expensive, well-tailored suits, his hair kept nice. He looked young, in his early to mid-thirties, but he was much older than that. He didn't age much. His black hair, dark eyes and a small smile that usually stayed on his face, hid his identity from the people who didn't know him. He wasn't someone to make angry, he had ways to take care of irritants on his own. He didn't need weapons, he was a weapon in his own way. He wasn't human in any means. He only looked it. His new job in Sector 24 was to be the handler of the team.

The Higher Authority walked them out of the elevator, down a hall surrounded by desks behind glass walls. The people at the desks hard at work with multiple tasks; looking for members for the elite team, and going through threats that might need looked at. They watched the men being walked in as they looked around. They walked to the end of the long hall, to the left was the Medical Bay and to the right were a few rooms and then large bomb shelter looking doors, that needed card keys and access codes to be opened. The two offices mirrored each other. The first was Jensen's office and the second was General Harding's.
