The technologies of the Higher Authority were advanced beyond what any civilian scientist would be able to get their hands on. Sector 24 was granted the ability to use reality, dimensional, and time technology allowing the men the ability to do what the High Authority had deemed 'Sixty and back.' The term often referred to civilians who were asleep and were taken in their REM dream state. Their consciousness was transferred to an empty body to use for the battles. Within the dreaming state they would live sixty years and be brought back before waking without any knowledge of what had been done. For the Reaper Program, it was different. The men were aware and fully awake. They would do sixty years of battles and slip back into the real world as if they hadn't left. What seemed like a eight hours of Sector 24 running, was already over hundreds of years along due to the ability of advanced technologies.

The men fought battles in space, in and on Earth and in other dimensions. There were millions of threats for the Higher Authority to send their way to take care of all in different dimensions, even their own. Time and reality were something that no longer existed to the men. It was just a construct of the men that took control of the world, to keep control of the civilians that didn't know what really went on behind the scenes. Sometimes the civilians would see something that wasn't supposed to be seen. Men were often sent out to make sure they would no longer speak about, they were harassed and sent into panics. News stations would be paid handsomely to keep certain news reports off the news, but as the technology advanced and Sector 24 learned to use it well. They were able to adjust to time and reality. Civilians no longer remembered what they saw. It was simply gone as if it didn't happen, or a vague memory of an unusual dream or Déjà vu.

The Reaper Program team learned with each other. They became advance beyond what the Higher Authority or Sector 24 could have imagined due to the many years of battles the men had been through. They shaped up to be the super soldiers they were meant to be, but it never fully stopped the nit-picking or the fights that happened, punishments were often instilled due to the lack of control of their tempers between each other. The men got along well enough though despite the random fights. Their personalities started to shine through the hardened soldiers. Luka was the only one that didn't have a personality. He was still under the full control of Dr. Malcolmson. He couldn't allow his most prized possession to turn out to be like the imbeciles his team were. He was furious that Billy had turned out the way he did. He felt his program failed Billy, but Luka was still controllable. He was under lock and key, always trapped in his cage.

The men only did missions together, but Luka was still utilized in his abilities for espionage and his assassin work. The men often watched as he was taken away for work, knowing full well what would happen to him if he failed. That was the only thing they feared the most. Not a lot scared the men, and punishments didn't work on them like they did with Luka. Dr. Malcolmson was eventually released from duties with the others, but he still kept Luka under lock and key. He was the main subject in it all. The perfect weapon had to be controlled.
