"I made it up," Katniss said what felt like hours, but was probably only minutes after they landed in Tigris' basement. "All of it. There is no special mission for Coin. Only my plan. Everyone that's dead is dead because of me. I lied."
"We know," Cressida said quietly. "We all knew."
"The soldiers from Thirteen?" Katniss asked, an expression of horror on her face.
"They knew too," Cressida said. "Did you really believe Jackson thought you had special orders from Coin? She trusted Boggs and he clearly wanted you to go on."
"I never meant for this to happen," Katniss said. She looked like she might cry. "I failed. I killed them. I killed Adrien."
She looked over at Finnick's red face and swollen eyes.
"I'm sorry." She glanced between Finnick and Pollux. "I'm so sorry."
"Glimmer, Marvel, Mags," Peeta started listing. Finnick felt a surge in his gut at the mention of Mags. Another tribute lost to Capitol games. "Clove, Wiress, Rue... what do all those deaths mean? They mean our lives were never ours. There was no real life because we didn't have any choice. Our lives belong to Snow and our deaths do too. But if you kill him, Katniss, if you end all of this, all of those deaths mean something. Cinna, Boggs, Castor, Jackson, Adrien. They chose this. They chose you."
Finnick turned away. He knew Peeta was right, but it didn't help the feeling of overwhelming grief that took hold of him.

An alarm beeping woke Amara up. She jolted out of her position where she had fallen asleep on the table. She looked up to see Annie standing slowly. They poked their head out to see a screen with the words "Mandatory Viewing" in bold letters.
"I need to get back to work," she muttered.
"You should rest," Annie tried to convince her, but she shook her head.
"No, I have to finish what they started. I need to make sure we win this war or their sacrifices meant nothing."
"To all the citizens more than a half-mile out of the Capitol, I am announcing a mandatory evacuation," Snow's disgusting face popped up on the screen. "Come to the mansion; I am promising you shelter and sanctuary. All refugees, come to my home, and you will be promised and there you will be provided with food, medicine, safety for your children, and you will have my solemn oath to protect you until my dying breath."
Amara took off running to the control room, but she could still hear Snow's voice echoing in the background.
"Our enemy is not like us. They do not share our values. They have never known our comfort and our sophistication, and they despise us for it. Make no mistake: they are not coming to liberate us, they are coming to destroy our way of life. They are coming to bury us."
