Amara didn't see Finnick until later in the evening when all the victors were invited to vote as part of the free election. Just like Plutarch assumed, they all voted for Paylor. As the victors left the room, everyone else seemed to swarm, like they were waiting for the victors' permission to vote.
"I wonder who will carry the vote," Ezra muttered as they all begin the trek back to the President's mansion.
"I'll be shocked if Paylor doesn't win," Finnick said, and the others agreed with him.
The vote had taken place in the heart of the Capitol. There were kiosk machines set up along the streets for people to vote in, and people from the Capitol and Districts alike were standing side by side to vote for their next president.
Amara halted to watch it all for a moment, and everyone else stopped with her.
"Do you know what this means?" she asked, and she could feel the tears brimming in her eyes. "Everything we've been fighting for is finally happening."
"Look at them," Jo said with a small smile. "This is the Panem we've wanted for so long."
As the victors watched, they all realized that they'd never felt more at home in the Capitol than they had in that moment.

When Amara woke up the following morning, she did so with Finnick's arm wrapped tightly around her. It was her favorite way to wake up, and she wasn't sure she would ever be able to sleep without the weight of his arm on her stomach again.
"Finn," she whispered, poking his cheek.
He let out a fake snore, and she continued to poke at him.
"Finnick," she said with a small giggle.
He groaned and opened one eye, squinting at her.
"You should be sleeping," he muttered. "It can't later than six."
She started wiggling away from him, and his arm tightened around her.
"Are you trying to leave me?" he asked, and she could hear the smile in his voice.
"Not leave you," she promised. "Just escape you."
"Because that's so much better," he mumbled. She managed to pull away from him.
"Ha!" she shouted, happy with her success. Finnick opened both his eyes when she made a move to stand up, wrapping his arms around her stomach and hauling her back to bed, pinning her underneath him.
"Ha," he muttered into her neck when she groaned.
"No," she laughed. "I have to go to work."
"What work?" he asked. "I think you should just lay here in bed all day."
