Katniss was dragged off and into a separate room quickly, and in the time it took to remove her from the situation, chaos ensued.

It was very quickly clear that both Snow and Coin were dead, but soldiers pushed forward to collect their bodies anyway. People from both the districts and the Capitol were outraged.

The victors were quickly escorted out of there before anyone else got too angry, and so was Amara. Everyone that had any power to make decisions was congregated in the hall right inside. Paylor was the one speaking the loudest.

"There is too much happening," she argued. "We need to calm everyone down. Someone needs to go out there and reassure them of the stability of this government."

"Your Mockingjay just shot the President," the leader from district five said. "The wrong president. What kind of democracy are we building if people can get away with that?"

"We'll worry about Katniss later," Paylor said calmly. "But right now, there is a riot happening."

"Half the people out there are from the Capitol, and half are from the districts. There isn't anyone who unifies and represents everyone. We need a new president.

"Are you calling for a vote now?" Plutarch scoffed, and there was a flurry of voices that rose up, some in agreement and some in protest.

The other victors watched in concern as the fight continued, but Finnick made his way over to Amara.

"Are you okay?" he asked quietly, and she nodded.

"I made sure I was out of the line of fire," she said, and he nodded, intertwining their fingers as he turned his attention back to the bickering leaders.

"Plutarch, what do you think?" one of the district leaders asked. Plutarch's gaze flickered over their heads and he smiled.

"I think you should send Amara out."

There was a beat of silence, and everyone turned to look at her.

"What?" Finnick asked, but Amara was already stepping forward.

"What do you need me to say?"

"People of Panem!" Amara's voice boomed through the speakers. Everyone turned toward her. Fists stopped pounding. "I ask you all not to panic. Today has been a historic day, and it is one we will remember for generations. Soon, there will be an election among the district leaders. This opens new doors for us to begin to build toward the Panem we want so desperately.

"I understand that you may be scared for this uncertain future, but your government is here to serve you. We want your voices to be heard, but not at the cost of more death. Please, go home. Don't be the reason that more blood is spilled today. We cannot build a better future by hurting the people around us. We need to stand together, united as one. Please help me see the future I've been dreaming we would have for years. Let's make Panem safe for all peoples- districts and Capitol alike. Please."
