We have recently received confirmation from President Cyson Tywysydd of the Calan that preliminary preparations at Castell have been complete and delegates from Chapters are arriving. As already highlighted at the USS Annual Summit in Eurocity, the Gathering is a momentous occasion for mankind and an event that will be entrenched forever in history.

Although you are already aware of the Gathering's ambitions and objectives, further information has been provided by the Calan and representatives of our Interplanetary Judicial Board. Due to the nature and scope of the conference, further security measures have been put in place by the Calan. These modifications (including sensory devices and surveillance systems in appropriate locations) have been approved by the Board for implementation. We would ask you to liaison with the Calan representative, Prif Siaradwr, on any matters pertaining to security.

Diplomatic rules and regulations are in place for a unilateral conference, and all Chapter-insular legislation and laws are superceded by the USS Peace Act. Please ensure that all delegates are aware of these legal boundaries, and adhere to them throughout the Gathering. Unfortunately, due to the extreme overarching authority required, these regulations can only be actioned during the course of the conference itself. The Calan understand that they are prohibited from superintendence until the Gathering has begun. The current appointed inauguration ceremony is organised for the date 400 of the year OA19,656.

As the present representative of the USS, it is your duty to ensure the reputation of our universal body remains intact. Provisional overseers of mankind we may be, but it is of paramount importance that the conference be conducted in an amicable environment and any neighbouring enmities be shorn on arrival. Each delegate must be informed of these regulations and must pledge to follow them. Any delegates unable to guarantee their cordiality must be immediately severed from attendance. You are authorised to punish those accordingly.

Also for your information, the gravitational space around Calpurnia has been designated a Nought Zone in conjunction with the Statute of Universal Adversary. Until a decision has been made based on a delegatory vote at Castell, the Incubus will be under continual quarantine. This is in consequence to disappearances reported subsequently by the Lóng Empire, E'blanche government and the Regal Family of Jones. The Calan have agreed to honour this Nought Zone until they are delineated official permission by the Gathering delegation.

Your appointment as Speaker is an honourable pursuit and I wish you luck over the coming period in conducting universal diplomacy on the galactic stage.
