Dear Major,

I understand that the assignment on Camimante is proving more difficult than expected. There's been no information from our new government, but from what little noises I've been hearing from across space is that it's highly unlikely you'll be returning to Arena anytime soon. In my professional opinion, this is probably for the best.

Since the exchange of leadership, Lleno de Vida has deteriorated into a pit of suffering. While the richest half succeeded in finding sanctuary elsewhere, and another quarter escaped with what they could, the other quarter has been left with what remains. I will not hide the brutal truth that this place has become a wasteland. With no structure and barely a community to function, the city is slowly being swallowed by the desert.

While the foreign minister remains comatose, I've been trying to do what I can for the survivors of this economic disaster. Criminals are thriving and innocent civilians have been poached of all they own under their terror. Abandoned children roam the streets, burning in this unbearable sun. Another year of this, and if you do return, you will find only the ash of corpses blowing in the wind.

I find I'm becoming more cynical the more I witness. This planet use to be my home, but ever since the Greenpalm collapse, I find myself resenting it more and more. Forgive me Major if you return to find a bitter Sargeant, but this place is likely to turn me sour as well as red.

For the sake of my sanity, I'm informing you of my intentions to attempt to find some order in this chaos. A new patient at the Ochoa Hospital has revealed the location of a criminal gang operating in the city. Namely, the La Fuente district. It seems they've taken control of the last remaining source of water and severed it from public distribution. The hospital has its own temporary supply, but the reserves are waning as I write. The public source must be reconnected.

I do not ask for permission, but as a soldier I feel it is my duty to protect the people of this Chapter. Thousands are waiting for some hope of survival. I don't claim to be a hero, but if I can end the persecution by this criminal faction, then there might be some semblance of Aquarian life left on this Calan-forsaken planet.

If I survive this, I expect to be rightfully punished for my misconduct.
