Misato was in her office talking to Mei about (Y/n) using the boost gear. The four re:volution users were also in the room.
Misato: Do you have any ideas how he used it?
Mei: The boost gear was made for there belts, not his. The only way he could of used it, is if he already had a boost form made and if his belt was able to rewrite the programming of the boost gear to allow him to use it.
Misato: If his belt has those capabilities, then it makes you wonder who built it.
Misato: Mei, I want you to try and get contact with Philip.
Ash: Philip?
Ren: Do you mean Philip Cyclone?
Misato: Yes. He's the one that originally invented the Re: volution's and Boost gears.
Artemis: Didn't he retire after Redington....... Died.
The mood of the room became more depressed.
Everyone in the room knew Redington, they each had a bond with him.
Misato: He did. After he died, it hit him hard. He was best friends with Redington. But we might need his help.

He was making his way to Washington DC.
He was walking along the road, and could see the city in the distance.
