The name "Levka" is from different nationalities. However, in almost every instance, especially in Russian, the name means "Lion".
The surname "Balabanov" could have the meaning of "Hawk".

Appearance:
Levka is 6"1' with clear defined muscles for his age. He has buzz cut hair that is brown in color. His skin is a bit on the pale side, but does have a tan.
When off duty, he wears a white tank top with camo pants and combat boots.
When on duty, he wears their uniform which looks similar to the 00 prototypes, but it colored green, purple, and white instead.
Personality:
Levka is a strict man. He doesn't really care for much bullshit and doesn't really have time for antics. He is only loyal to Black Ghost while he sees his teammates as just that, teammates. The one he doesn't get along with is -009, because -009 doesn't care about anything which -001 thinks that he should.
Abilities:
His main ability is that he is a psychic as well. Since he is the opposite of Ivan, 001, their abilities are a match for each other.
Early life:
Levka is an older gentleman that had a family, a job, and just a generally happy life. However, his family has always been loyal to Black Ghost since his father was a scientist for the organization.
When it was requested that subjects for the negative 00s be sought out and brought to Black Ghost.
It is to note that Levka is a psychic that he found out he was such at the age of 6, but nothing was really done about it.
With this said, Levka decided to volunteer for the project.
He was made into a cyborg that was dubbed -001. As he was the most loyal, he was made commander of the negative 00s.
When the negative 00s first went after the prototype 00s, Levka found Ivan mentally and almost won.
He could have won if it wasn't for -009's brash actions when he was fighting 009. -001 had to practically save -009 from killing himself.
Levka ordered a retreat that was only but temporary, but it was enough for the 00s to figure out a way to beat their better counterparts.
The negative 00s escaped the second fight, but Levka continues to be a thorn in Ivan's side.
