Surprise! I decided to include AoU into the canon.
(This is like, the third time I've done Carson's origin story lol)
To clarify, Bucky decided after the events of "Winter Soldier" that he should remain isolated until he feels ready to come back into the world. He won't be in this aside from mentions, but he'll come in between now and Civil War so he and Carson can get to know each other.
Both 418 and 419.

HYDRA Base, Sokovia
"Shit!" Tony swore.
"Language!" Cap retorted.
"JARVIS, what's the story upstairs?" Olivia asked.
"The central building is protected by some kind of energy shield. Strucker's technology is well beyond any other Hydra base we've taken." JARVIS replied.
"Loki's scepter must be here. Strucker couldn't mount this defense without it. At long last." Thor added.
"At long last is lasting a little long, guys." Nat replied, knocking out some HYDRA agents.
"Yeah, I think we've lost the element of surprise." Clint said sarcastically.
"Wait a second. No one else is going to deal with the fact that Cap just said 'language?'" Tony asked.
"I know." Cap replied, chucking his motor bike at some oncoming agents. "It just slipped out."
"That stupid scepter is bad in anyone's hands. I mean, we all remember New York." Clint said.
"Yes, thank you for the reminder, Barton." Loki replied. Olivia could almost hear his eyes rolling.
"I wonder what HYDRA has been doing with it. It can't be anything good." Olivia replied, jerking her elbow into a HYDRA agent's face.
"Sir, the city is taking fire." JARVIS said.
"Well, we know Strucker's not going to worry about civilian casualties. Send in the Iron Legion." Tony replied. As if on cue, Olivia saw suits of armor flying over their heads, heading for the city.
"We have an enhanced in the field." Cap reported.
"Shit!" Olivia swore. "Yes, I know Cap, 'Language.' She added.
"Just one?" Nat asked.
"Think so." Cap replied.
"Clint's hit! Does somebody want to deal with that bunker?"
"Stark, we really need to get inside." Olivia said.
"I'm closing in. JARVIS, am I...closing in? Do you see a power source for that shield?" Tony said.
"There's a pathway below the north tower." JARVIS replied.
A faint explosion was heard a moment after that.
"Drawbridge is down, people." Tony reported.
"The enhanced?" Thor asked to Cap.
