After Bucky left Katherine's apartment, she was left with her thoughts. Everything in her mind said she should have never invited him in. Better yet, she should not have made out with him on her couch. The feelings of regret and confusion were consuming her. She did not understand her feelings. Her heart ached for more while her mind told her to stop. He is only a means to an end, she thought. But, how long would she last until those words stopped holding their meaning?

Taking Katherine out of her thoughts was a knock on the door. Who the hell is knocking on the door, she thought. Reaching under the couch, she grabbed her handgun. She could never be too safe here. Walking up to the door, she peeped through the lookout.

She sighed in relief; it was only her father. Unlocking the door, she let him in. "What are you doing here?" she asked.

"You have not called in a week. I thought something happened to you." he said. Shit, Katherine thought. She had forgotten their check-ins. Bucky had been preoccupying her a bit too much over the past few weeks. Katherine apologized, but it did not matter. Zemo was here for a more important reason.

"It's okay. But, did you hear about Nigeria?" he asked. Katherine shook her head; she has not kept up much with international news. "Well the Avengers were involved with trying to stop a terrorist attack in Lagos. It resulted in 26 people dead. The UN deemed it as a public relations disaster. Now they are creating a system of accountability."

This was no surprise to Katherine. Of course, the Avengers would try to stop someone from blowing something up. But, in that process, there were casualties. No matter what they do, they leave people dead and harmed. Destruction always followed them.

"Accountability?" questioned Katherine.

"They are calling it the Sokovia Accords. It is too give the UN oversight of the Avengers. About 50 countries have already signed a draft of it. They are pushing for this after D.C, New York, Sokovia, and now Lagos." said Zemo

Katherine knew not all the Avengers would agree to this. "Not all of them will agree..." she said.

"That's the point, they will split apart. That's when we strike, we use the UN signing of the Accords in a month to our advantage." said Zemo. Katherine was confused. What were they going to do to bomb the UN? "We have the perfect person to really divide the Avengers. James."

It made sense; Zemo wanted to use James to cause the division of the Avengers. But, they had no way to control him. That was something beyond their knowledge.

"But I need you to do something, I need you to scan James's face into this." Zemo said as he handed Katherine a small camera device. Katherine took it and looked at it. Zemo then explained how to use it. Then, he explained how they would frame James to bomb the UN. This would cause them to arrest him.

Katherine admitted that this was not a bad plan. After waiting almost a year, their plot for revenge was finally in motion. Zemo still had to find someone named Vasily Karpov; he had run the Winter Soldier Program for some time.

"There are more Winter Soldiers, Hydra files said they were never activated but they are kept in a facility some where. That is why I need to find Karpov." said Zemo.

"Great there are more of them." said Katherine. That was the last thing either of them wanted. More super soldiers. If they could find the facility they were kept in, they would get rid of them themselves.

"And hopefully Karpov will tell me about a mission that took place on December 16th, 1991," he added. "That is they key to the other Winter Soldier's and to the Avengers."

A smile formed on Zemo's face. He knew this would make the Avengers crumble from within. That is how you destroy something forever.
