Your local council is proposing to ban all cars from the town center because of problems with traffic, pollution, and accidents. However, the following comments were made at a public meeting to discuss the situation:

"My car is the only way I have of taking my children to school safely and quickly."

"The shops in the town center will close because people will go elsewhere to do their shopping."

"Public transport here is dreadful. We can't rely on it and it is too expensive."

The local council is inviting people to send in proposals in which they express their views of the council's plan and offer possible solutions to people's concerns.

Write your proposal.

Introduction

Regarding the recent meeting on the proposed ban on cars from the town center, this proposal aims to convey opinions expressed by both parties on the topic, suggest possible solutions and alternatives for the given problems, and propose an overall summary for the city council.

Drawbacks- City Council

As shown in the meeting, the main criticisms linked to vehicles are traffic, emissions, and accidents, all of which the city council has expressed heavy concern on.

First of all, diesel, the common fuel used for most vehicles, is known to produce harmful pollutants that not only endanger the environment but also pose significant risks to the health of all citizens.

Secondly, traffic congestion and noise have constantly been subjects of heated complaints by local residents near streets and avenues. Lastly, throughout the past few years, road accidents account for over 25% of mortalities and 50% of injuries in the city, and the statistics have yet to show signs of decreasing.

Objections- Public Representative

With regards to the general response from the public, many strong disagreements have been expressed to a number of related setbacks in which the future ban would result.

In short, it is evident that private vehicles far outperform public transportation in terms of cost, speed, and ease as well as availability and reliability. Moreover, with long-distance travel omitted as a preferred option, there would be an enormous impact on the town center's economy, since citizens would opt for nearby shops and stores instead.

Solutions and alternatives

In order to tackle the dilemma, several suggestions are recommended to achieve a middle ground between both parties.

First and foremost, there is a serious lack of expedition, reliability, and accessibility in public transportation, all of which should be improved in the long run. Meanwhile, bicycle rental services are recommended for immediate demands in the short term.

Secondly, all citizens should receive basic EMS and first-aid training as part of their driver's license. In Germany, Norway, and 11 other countries, EMS training is mandatory for all categories of driver's licenses, and studies have shown its notable aid in preventing accidents.

Lastly, even as a last resort, a ban on all vehicles should only be executed partially, for example on specific dates or times.

Conclusion

It is to be hoped that implementation of the given propositions would result in an agreement between the city council and the public representative as well as a better course of action against vehicle problems.

Citizens of this city should look forward to an improved public transport system rather than a vehicle ban in the near future.
