As Izuku got kicked out of UA because they believed that he was weak he gotten angry that he couldn't be a hero anymore and he used all his raged and throws everything as he realized that he has a quirk. Late at night he thought of doing a fighting club he went and got licensed from the hero commissioner that he could do it.
