As Izuku has a quirk called white dragon most people see it as a villian quirk due to it being more stronger then theirs but staff and other hero's didn't see it as one (well except fake hero's) and Ua accepted Izuku without him even taking the exam.

And Izuku real father is Hisashi who is also a dragon as well who knew about Weiss and her family which led to them being engaged to each other.
