After Inko and All might send Izuku to the government due ti him being quirkless what they didn't know is that the government is against hero's anhinga hero's and that them giving them Izuku proves why they do not want hero's in Japan. Instead of giving Izuku bad treatment they gave him live and support and trained him to be a deadly assassin that kills anyone that plays hero. One day Izuku was caught as he was killing a hero by a girl who was trapped between them and a villain. She was afraid of what Izuku will do to her and he let her live but the condition of her leaving was to not tell anyone as she was on with that. As the girl couldn't help but wonder who he was on his suit and wanted to know more and why he kill.
