CP: Testing is to be performed in approved testing chambers equipped with audio and video recording equipment. All personnel entering testing chamber are required to don protective clothing and face mask. Any personnel testing 531 are required to wear thick, white gloves, which are equipped with clear visors and noise-cancelling headphones.
All testing is to be carried out by a bare-handed human operator (hereafter referred to as the operator) who is required to refer to himself/herself as the engineer. Testing is to be done in 'earmuff' conditions to prevent knowledge of 531's source from being transmitted. Testing is to be performed once a day and no longer than four hours after initial programming by the operator. The operator's behavior is to be observed for signs of stress, fatigue, or deteriorating health.
Testing must begin at least seven hours before dawn in order to avoid being exposed to sunlight. All tests must be conducted under full darkness in order to keep the operator's vision clear.
Description: 531 is a 24-hour pre-programmed audio message featuring a woman speaking in an exaggerated Australian accent about a large mountain that is threatening to destroy Melbourne, Australia. The message has no inherent content or theme and is devoid of any facial gestures or inanimate objects. This gives the impression that the voice in the message is only vaguely human.
531 is transmitted on channels used for television, radio, and telecommunications in a frequency of ███ kHz. It can only be heard by a person listening through headphones wearing earmuffs, or by people having a satellite radio or radio-carrying mobile phone turned to the channel. Any other device attempting to receive or transmit 531 is considered to be under its influence. 531 is difficult to remove from human hearing, and both exposure to high levels of sunlight and taking high doses of antipsychotic medication are often fatal.
