"This is a message from the Daina Police Station to all Heroes." A voice reported on a radio channel. "That jailbreaker appeared in the south ward yesterday. Everyone, please search the affected areas immediately."

Hearing this from his own earpiece was Ketsubutsu University student Yo Shindo—Hero Name: Grand—as he walked with his girlfriend, Tatami Nakagame, whose Hero name was Turtle Neck. "Let's hurry up and finish guiding the people left quickly."

"The ones left now are probably digging their heels in." Tatami said as she looked at the damaged buildings that were abandoned. Currently, they were on a mission to evacuate the leftover civilians that were still staying on the island's city and not to any evacuation shelters.

"It's true that the ones still left are probably stubborn. That's why, I'll negotiate with a pleasant smile, Ms. Joke-style!" He said while giving a smile that was trying to replicate his sensei's smile.

"Don't think that'll work..." His girlfriend replied as it turned out to be kind of cringy. "Anyway, let's get to it." Shindo said before rushing off to find the harbored civilians. "I hear they're holing up in Taguchi Building, so let's go!"

"Wait, Yo!"

Eventually, they made it to the building, and the two came face to face with the people inside. But it wasn't easy as they thought it was going to be. "First the police, and then Heroes and Marines... And now, they're sending kids..." The man sitting on the bench said with frustration. "It's no use. Go 'way."

"It's dangerous here." Shindo argued. "Your stockpile of supplies and food probably won't last that long, right? We've got a lot of supplies at Ketsubutsu University. Won't you evacuate there with us?"

"Hah." The man laughed at his sentence. "When the Villains attack when people are gathered, can you people do anything?"

"I already turned the tables on some of the scum trying to attack my store." A man with a mutant type Quirk that gave him the appearance of a cat said as he gripped his robot arm.

"Our eyes have been opened. This is our town, and we'll protect it ourselves. We can't trust others with our lives."

"You might be able to drive them back if they're just after money or supplies. But the jailbreakers and Nomus are different." Shindo retorted. "Yesterday, there was an eyewitness report right around here about a group whose only goal was violence, who could barely be called human. One misstep, and even a Pro would be killed."

"I told you. We trust ourselves more than we trust Heroes." The man rebuffed again. "Have Heroes gotten so important that they can force us to do what they say?"

"We're more proficient at fighting than you all. Let us protect you." Shindo replied with a smile, only making the man say, "This is what happened when trusted in those words before."

"After that incident, the Heroes from this jurisdiction ran away as fast as they could with their tail between their legs." One of the men argued. "It's not just here. They're gone from the east ward and west ward, too. Even thought we gave them so much attention before."

"We're not going to see eye-to-eye. Go away, boy. We're not gonna depend on Heroes anymore. And not just them, the Marines are not gonna moves, too." That was the last the man said as Shindo and Tatami exited out of the building.

"It's not good, Yo." Tatami whispered to her boyfriend. "I told you, it's no good!"

"If I used Vibrate, I could knock that whole building down in a second!" Shindo muttered in frustration. "Ahhh! If only we could force them to come with us! Then we could drag them out!"

"That's no good either..." Tatami replied. Suddenly, her phone went off. "We don't know how long the transmission base station will last, either."

"It's Makabe." She said, reading the I.D. of the caller before answering.
