Context:
Why do you see France and Germany (atleast) wearing a coat everytime they appear?
That is because they were wearing the Founding EU coat since they were one of the 6 founders of the European Union along with the Netherlands, Italy, Belgium and Luxembourg. The Founding EU coat represents the Founders of the EU.
The members that joined the EU after the founding wears an EU armband, representing the members of the EU AFTER the founding.

This is a picture of Ireland, wearing the EU armband. UK used to wear it too since he was a member of the EU, but unfortunately he left due to a referendum.
He no longer wears it since he's not part of the EU anymore, and he somehow still has it, somewhere inside his closet.
