Second day of training camp, sunrise. 5:30 AM and you were up and ready outside. Many of your classmates were unsurprisingly tired, but thanks to the training regimes you'd put yourself through, you'd gotten used to rising alongside the sun herself. You glanced to your right, where Shoto was stood. Despite being one to wake up as early as you, he looked uncharacteristically sleepy. You could only hope that your words hadn't affected him too much. 

"Morning, kids," Aizawa nodded. "Today, the real training camp begins. Ideally, you will all emerge stronger. Strong enough to acquire your provisional licenses."

Provisional Hero Licenses were a huge milestone in every hero hopeful's career, something which allowed them to do hero work legally. For instance, the Stain incident only landed you in as much trouble as it did due to the lack of these licenses. It was a general permit that allowed for quirk usage in public, wearing hero costumes in public, as well as using ones power for the greater good.
