Even as a reserve course student with no talent, Hajime continued to feel inadequate. He was so resentful of his own limitations that it drove him to want to enroll in the main course. He was dissatisfied with the reserve school's unaspirational attitude and frequently spent his time alone, his only friend being Chiaki Nanami from the Main Course.
His goal ultimately came to fruition when he joined the Izuru Kamukura Project, underwent multiple operations to improve his capabilities, and emerged as the Ultimate Hope. Hajime was not prepared for the inhumane tests that followed, nor for the erasure of his memories of his life before that. But his heart was changed by the Phantom Thieves, and these alterations were undone.

Like his peers in the committee, Ashikawa is a smug and greedy man who only cares about talent and the public image of the school, and is the unarguable reason for the corruption that goes on inside it. He and his partners masterminded the Izuru Kamukura Project, where they performed human experimentations and lobotomies (which would remove the person's memories, personality, and emotions) on Hajime to give him every talent they have researched in Hope's Peak to artificially construct the Ultimate Hope. Additionally, in order to finance the project and act as test subjects, they established the Reserve Course Department and forced its students to pay exorbitant tuition costs. There, they were mistreated by faculty and other students in the main course and received a terrible education, and told the students that they would eventually be able to move to the main course department if they did extraordinarily well, which was a lie. The Reserve Course students were disgruntled and acrimonious as a result of everything, but the Steering Committee do not care about anyone besides themselves, and everything they do is for their own personal benefit.
