All-Might watched Tsukamoto Chiyo disappear into the crowd, contemplating her words as she left. It didn't take him long to return to Tsukauchi's, the detective collating the Police Department's reports in preparation of their briefing with the Ten — the top pro-heroes of Hero Society.

Tsukauchi had a coy smile on his face when a morose All-Might walked in. He chuckled. "I assume you weren't able to charm her over to your side?"

All-Might looked at him and chuckled. "So you knew huh?"

"Chiyo's the kind of person who thinks everyone deserves a chance. I don't think it's because she's ignorant though."

"She thinks I should talk to the kids... or the Hero Killer."

"Come on All-Might. You've fought enough villains to understand what it means to be on the battlefield. We prioritize the lives on the innocent and leave villains to the system after we're done," he reminded him.

All-Might nodded, remembering some of the vilest people he had fought. "In the heat of the fight, a single moment of hesitation could lead to... hundreds, even thousands of lives..."

"Which a pencil pusher like her would probably never understand," Tsukauchi said as he straightened his files. "Let her do her job. And we'll do ours. You're a hero. You help enough bringing them in." He shoved his files into a briefcase and checked his watch.

"We don't want to be late for our meeting," he told All-Might, gesturing him out of his office.

The two men walked across the bureau floor to the conference room, where a few of the other detectives were waiting. Among them was Officer Goru, the gorilla heteromorph from the beach and Officer Disir, the officer who had tried to get the Clown Heroes to capture Killua and the Five. The conference room had a very large screen on which most of the other pro-heroes had video conferenced in. Tsuragame Kenji, the canine heteromorph chief of police of Hosu City, Haruki Noya, the head of the Public Safety and Intelligence Agency, and the president of the HPSC were also on the call. Despite not being a member of the top ten, Orca was also on the call as he had informed the HPSC that he had important information to share.

"All-Might, I didn't expect you to join from the Police Department," Haruki Noya commented as All-Might sat at the head of the table opposite Tsukauchi who set up his laptop.

"At least he bothered to show... unlike some others who think they're too good for us," the number 10 hero Ryukyu noted. "Where's Endeavor by the way?"

"He's on his own personal mission," Noya pointed out. "I know some of you heroes take it very hard when your sidekicks get injured. So I didn't mind letting him skip out."

"I find it hard to believe that you had to give Endeavor permission to do anything," Number 3 hero Best Jeanist stated. "And your disdain for the very heroes who protect you is abhorrent."

The President of the Hero Public Safety Commission cleared her throat. "I assume you didn't convene this meeting so you could exchange verbal jabs." She had a stern look on her face.

"Ah yes, Madam President. The biggest issue on the agenda is organizing an escort for the Hero Killer's transport from Hosu to Tartarus," Noya started. "There's been a lot of online chatter about fanatics thinking of trying to free him and the Nomu."

"We're giving credence to a bunch of basement dwelling online misfits now?" Mirko, the rabbit heteromorph hero, snapped. "We might as well chase every troll who has a stupid thought."

Noya rolled her eyes. "Yes... it is our job to separate the real threats from the trolls. We point. You smash. We are an Intelligence agency after all."
